These covers are not padded and are intended for transporting your wheels in the car, storage or inside another bike bag or case. They are not designed to use as checked luggage and we do not recommend it. They are made of a very strong, 600 Denier thick material outside with a separate layer inside of PU mesh with a silver coating that is very easy to wipe free of grease. The bag also has a hub protector piece on both sides to keep the sharp point of the hub or QR from ripping the bag. You can leave the skewer on the wheel inside the bag, without causing fitting problems. There are no internal pockts for holding the skewer, but they can be left in.
The cover is sized for both road wheels (28") and narrow MTB tires (26"). You may have to let some air out for wide downhill MTB tires. For instance, I couldn't fit my 26" x 2.2" Specialized wheel in there with normal pressure, which is a bummer.
